A Day of Hope for Family Residential Service Providers

Thursday, March 12th marks an important and hopeful day for Family Residential Service providers across Minnesota and the individuals they support. Through the strong and persistent advocacy efforts of MARSH, two critical bills supporting Family Residential Services and Adult Foster Care were officially introduced in the Minnesota House of Representatives. ‍

These bills represent a significant step toward restoring fairness, sustainability, and recognition for the vital care that Family Residential Service providers deliver every day.

HF 4288 – Framework Rates Reenactment for Family Residential Services ‍

MARSH successfully advanced legislation to reenact the Framework rate methodology for Family Residential Services, restoring a fair and appropriate reimbursement structure for providers who deliver highly individualized, home-based care.

This bill acknowledges the essential role that Family Residential Service providers play in Minnesota’s long-term care system and seeks to ensure these homes can continue serving vulnerable adults in safe, stable environments while remaining in compliance with the HCBS federal rule.

HF 4287 – Defining the Primary Caregiver in Adult Foster Care‍

The House also introduced legislation addressing a long-standing issue for Adult Foster Care providers by formally defining the role of the Primary Caregiver.‍ ‍
